From the services I've been with in my free-hosting days, the best that I could have thought of were ulmb.com and tyreus.com. Neither of these hosts advertises extensively but both are extremely professional with minimum-none downtimes.

The TradeCardsOnline virtual tabletops use all the available Javascript actions: clicking (to see the details of cards), right-clicking (to turn a card sideways), double-click (to flip a card over), and drag and drop to move cards and tokens around.
Unfortunately only clicking is available for the browser in touch screen devices because there is no right-button and dragging is hi-jacked to scroll the page and double-click to zoom in on items of the page.
