To be perfectly honest… your gonna get the same deal with just about any free hosting! You get what you pay for.
Personally I use NameCheap.com. I have used them for a few years now and they are really good.

All free hosting plans are about the same. You will never be completely happy with free hosting. Try a cheap paid-hosting for a change.
Would you say $4.95 for a full year of web hosting a good deal? Would paying less than $5 for a year be reasonable for a more reliable hosting plan? Are you waiting for a once-in-a-lifetime crazy hosting promotion so you do not need to jump from one free hosting to another?

If your current internet provider is Earthlink, AOL, SBC Global and others which provide a homepage; you can easily FTP your own webpage designs as a new homepage. Personally if you are going to build a website that you want total control over and for it to be sustainable you are much better off paying for hosting.
I reckon the answers above have covered a few of the free properties people using to build web pages on the internet but for to build your own website always go for paid hosting as putting your eggs in the free basket can be quite dangerous.
