Well you could use http://www.freewebs.com and then to make it easier for poeple to remeber your websites name go to http://www.dot.tk to rename your website. So you’ll website will desplay http://www.example.tk instead of http://www.freewebs.example.com

To check DNS use nslookup or dig
This will verify DNS resolution is successful.
From the Internet, the following both resolve:

You need to check that this IP address is the address you expect to be returned.
You need to check that any router/firewall is configured to permit connections to the webserver.
You need to check that the webserver is listening for a connection.
