This person is using his own web server. File hosting sites only allow you to upload and it gives links to download e.g.- Rapidshare. If you have a premium rapid share account you create folders to save the files to.
If I am right you can create folders for free in Rapidshare, also if a lot of people download from your folders then you will get premium points also.
