My sister and I want to start up a site on a free web hosting network. We also need the site to allow us to be moderators so we can both edit and add things to our site. Are there any web hosting that fit these two qualifications?
The host doesn’t care how many moderators you have. As long as you have at least the one mySQL database available to you, you can have however the hell many mods you want and that’s your own business, since you’ll be the administrators.

Unfortunately, this answer DOES involve your hosting company for the most part.
And it's just MX, not MMX. Basically, the mail server needs to be setup and the mail routed to the mail server… by the main router and post master and all that.
If the host is that lousy, switch to a different one. As you control the register it takes less than 24 hours to update. This is important.
