we had that problem with our family computer also, we fixed it by pressing F8 while it is restarting, you have to do it a couple times b4 you get a page to pop up that says start up reboot or something like that. If you have vista it will give u an option to do a regular or advance reboot, before u do this though, get anything off of your computer that you do not want to loose.
